Penn Spanish Teacher Surprised as 2026 Secondary Teacher of the Year

Kelly Watts hugs student after winning P-H-M 2026 Secondary Teacher of the Year What started as a typical first block this morning in Señora Kelley Watts’ Spanish IV class quickly turned into a surprise party when Spanish teacher Kelley Watts unexpectedly learned that she was being named Penn-Harris-Madison’s 2026 Secondary Teacher of the Year.

With some behind-the-scenes planning by Principal Rachel Fry and Associate Principal Jeanie Mitchell, Watts was called away from her classroom for what she thought was a photo opp with students in Penn’s Main Arena–on the other side of the building away from her classroom. While Watts was being kept busy, P-H-M Superintendent Dr. Heather Short, Assistant Superintendent Dr. Lavon Dean-Null, other P-H-M administrators, and local TV station news crews snuck into Watts’ classroom to get everything in place for the big surprise. Click to see a photo gallery below. Click here to see the full gallery on Canto.

When Watts returned, she was met with applause, cameras, and the big news that she was P-H-M’s  Secondary Teacher of the Year.

Throughout her career, Watts has demonstrated a deep commitment to student learning, leadership, and building meaningful connections both inside and outside the classroom. She brings 30 years of teaching experience, including 22 years at Penn High School. In addition to her classroom role, Watts has led student initiatives, including serving as the Kingsmen Against Cancer sponsor for more than eight years. 

She serves as the World Languages Academy Leader, an instructional coach, and is an active leader in the P-H-M Teachers Association, where she advocates for both students and staff. As a mentor to fellow educators, she is an example of continuous growth and collaboration. She also serves alongside her husband, Mark, as co-head coach of the Boys Volleyball team, now in its second season. Bowers understands firsthand what it takes to excel in both the classroom and in athletics. Bowers, an AP History teacher and Penn’s Boys and Girls Tennis coach was named P-H-M’s 2023 Secondary Teacher of the Year.

“Kelley has a unique ability to connect with students not only in the classroom, but through opportunities like Spanish Club [which she led in previous years] and now through coaching as well,” Bowers said. “She reaches a wide range of students and creates meaningful relationships that extend beyond the school day.”

Known for her engaging and supportive teaching style, Watts creates learning environments where students feel confident to take risks and grow. One example is her Spanish II “Yelp Review” writing unit, where students progress from foundational language skills to composing six-paragraph essays entirely in Spanish.

“My favorite level of Spanish to teach is Level 2. When they enter my class, they have made the choice to continue learning Spanish, which already reflects a level of commitment,” Watts reflected. “Level 2 of any language is often the most challenging, and I enjoy pushing students to reach levels of learning and understanding that they initially believe are beyond their capabilities.”

Through a month-long cultural exchange experience, she brought Ecuadorian students studying in the United States to Penn to spend several weeks alongside her students, immersing the international students in English instruction and American culture, while also giving her students the opportunity to learn directly from native Spanish speakers and experience authentic cultural exchange.

Principal Rachel Fry said Watts exemplifies the very best of Penn High School.

“Kelley Watts represents what it means to be an exceptional educator,” Fry said. “She builds strong relationships with students, challenges them to achieve at high levels, and creates meaningful learning experiences that extend far beyond the classroom. Her leadership and commitment to excellence make a lasting impact on our entire school community.”

Watts’ love for language has permeated down to benefit P-H-M’s elementary and middle school students as well. Watts was involved in the creation of P-H-M’s Summer Visual Arts Academy, a week-long summer enrichment program that integrates music, art, and culture. One of the first years the VAA included Spanish language instruction, for which Watts helped develop the curriculum. She’s also been involved with the district’s summer week-long Language Academy camps for elementary and middle school students, with a different language featured each year.

Every Spring P-H-M honors a Secondary Teacher of the Year, Elementary Teacher of the Year and a Certified Employee of the Year. All three honorees are officially recognized at P-H-M’s annual Employee Recognition & Retiree Dinner, which will be held this year on Wednesday, May 20th. The two Teachers of the Year will then go on to compete for Indiana’s Teacher of the Year, which will be announced Fall 2026 by the Indiana Department of Education. The PHM Education Foundation awards each Teacher of the Year a $1,000 grant and gift card to the Employee of the Year.

Penn Associate Principal Jeanie Mitchell Named to Michiana Forty Under 40

Penn High School Associate Principal Jeanie Mitchell has been named to the 2026 Michiana Forty Under 40 class, an honor presented by the South Bend Regional Chamber every year recognizing emerging leaders across the region.

The annual award highlights individuals under the age of 40 who demonstrate professional excellence, leadership, and a strong commitment to their communities. Honorees are selected based on career achievement, initiative, and meaningful service to others throughout the Michiana area.

Mrs. Mitchell’s career in education reflects a consistent focus on student success and continuous improvement. She began her journey at Penn High School as a student teacher before being hired as a French teacher in 2008. During her time in the classroom, she earned recognition as the Penn-Harris-Madison Secondary Teacher of the Year in 2019 and was later named a Top 10 Finalist for the 2020 Indiana Teacher of the Year.

Mrs. Mitchell is known for creating engaging and immersive learning experiences for her students. She brought global perspectives into her classroom by organizing international travel opportunities for students and coordinating cultural learning experiences closer to home.

Her leadership expanded beyond the classroom as she took on roles supporting school-wide systems and staff development. As Assistant Principal overseeing Penn’s Freshman Academy, Mrs. Mitchell helped strengthen the transition from middle school to high school. Her work refining the school’s Response to Intervention (RTI) framework contributed to strong student outcomes, including a ninth-grade on-track rate of 97.3% and an overall graduation rate exceeding 98%.

Mrs. Mitchell has also played a key role in supporting educators through her work as a Professional Development Coordinator and Instructional Coach. Her expertise in literacy strategies, educational technology, and data-driven decision-making has helped teachers enhance their instructional practices and improve student learning.

In 2023, Mrs. Mitchell was part of the leadership team that helped Penn earn the Indiana Department of Education’s Excellence in College Readiness Award, along with a $250,000 grant to support college and career readiness initiatives. That same year, Penn was also recognized as a Cognia School of Distinction.

She transitioned into her current role as Associate Principal in January 2026, continuing to lead with a focus on collaboration, growth, and student-centered decision-making.

Mrs. Mitchell’s selection to the Michiana 40 Under 40 class reflects her dedication to education, her investment in others, and her ongoing commitment to strengthening the school community.

2026 Running is Elementary will be held Monday, May 4 (Rain Date Wednesday, May 6) at Elm Road Elementary School, 59400 Elm Rd, Mishawaka.

Timeline of Events:

  • 2:50 p.m. – Introductions
  • 3:00 p.m. – 5th gr. Girls Race
  • 3:20 p.m. – 5th gr. Boys Race
  • 3:40 p.m. – 4th gr. Girls Race
  • 4:00 p.m. – 4th gr. Boys Race

Parking Information:

  • Elm Road will be filled first before using Grissom Middle School, 13881 Kern Rd., Mishawaka
  • Family/Spectator parking at the bottom of Elm Road School as space allows. This area will be primarily be for principals, coaches, and volunteers

ALL Runners need to be picked up no later than 4:30 at Elm Road. Runners may leave following completion of their grade’s run by checking out with the coach.

2026 Instrument Selection Night

All incoming sixth grade students and families are encouraged to consider participating band or orchestra in middle school by learning an instrument. Don’t know how to play? No problem!

Our band and orchestra teachers, with the assistance of Penn High School Fine Arts Department, facilitates Instrument Selection Nights to help students choose.

Educational research shows that learning to play an instrument helps students experience team building, nurture creativity, enhance critical thinking and problem solving skills–not to mention learning presentation skills by participating in live concerts and performances.

Here’s what you need to begin your student’s musical journey:

STEP 1: Schedule your Appointment for an Instrument Selection Night by going to: https://sites.google.com/phm.k12.in.us/phmisn/home

  • You must Schedule an appointment BEFORE You Attend an Instrument Selection Night. Please complete the google form using full contact information for US Postal mailing and email addresses and phone numbers for all parents/guardians.
  • At least one parent/guardian must attend the appointment with the incoming 6th grade student.
  • Please select 1-3 instruments that your student would be interested in trying while at Instrument Selection Night. Arriving with a list of instruments that are appealing will help your appointment move along more smoothly. (please limit your list to a maximum of 3 instruments)
  • Please note that some instrument sections fill quickly. Once filled, that instrument is no longer available for selection. To ensure that your student gets their preferred instrument choice, you are encouraged to attend an
    earlier selection night and time.

  • Each student must have an instrument in good playing condition for the first day of beginning summer classes. Quinlan & Fabish Music representatives are available to help you set up rental at Instrument Selection Night or you may obtain an instrument from another vendor. Teachers are happy to point you in the right direction when looking for another source for instrument rental or purchase.
  • PLEASE use caution if you deal with a vendor other than Quinlan & Fabish Music Company. (Ask the vendor – What is your recourse if the instrument needs repair or is not playable? What is your return policy?) We would
    advise against purchasing an instrument online. Many instruments purchased online do not work well and lead to frustrated students. Reputable music repair stores will not repair poor quality instruments, as they cannot
    guarantee repair or their workmanship.
  • If you wish to purchase an instrument, we would recommend the following brands:
    • String instruments (violin, viola, cello and bass): Eastman, Sheryl and Roth, Knilling, and Yamaha brands. Please have your child sized for the instrument. Playing on the correct size instrument will ensure their success and is crucial for injury-free playing.
    • Woodwind Instruments (flute, oboe, clarinet, saxophone): Armstrong, Bach, Buffet, Conn, Emerson, Gemeinhardt, Haynes, LeBlanc, Selmer and Yamaha.
    • Brass Instruments (trumpet, french horn, trombone, baritone): Bach, Conn, Eastman, Holton, King, and Yamaha.
    • Percussion Instruments: Specific equipment requirements will be shared for percussion at selection night appointments.
    • Again, the band and orchestra directors are happy to help you find an instrument for your student. Please contact your school’s director in advance of the first beginning summer class.
    • If your family has serious financial concerns, ask us about instruments available for use from the P-H-M
      Foundation.

STEP 4: Choose and Sign-up for a Summer Beginner Class Time

  • Classes TENTATIVELY begin Monday, July 20 and end Friday, August 7th
  • Classes are Monday – Friday and are 1 hour in length.

The first crucial music lessons take place in small, like-instrument classes. Students receive individualized attention to set proper playing habits for future success. Please contact your student’s middle school band or orchestra teacher if they need to miss any part of the summer classes. The teacher will connect you with an approved private teacher so your student stays current with their class. Private lessons to make-up for lost class time should be completed by the first day of school and are at the expense of the family.

  • Oboe: 8am
  • Clarinet: 8am, 9am, 10am, 11am
  • Alto Saxophone: 9am, 10am, 11am
  • Trumpet: 8am, 9am, 10am, 11am

  • Baritone: 9am, 11am

STEP 5: Select Band or Orchestra as your 6th grade music choice

When scheduling your 6th grade classes, select Band or Orchestra for your 6th grade music choice.


Miscellaneous Information

  • You will receive a letter for your beginning band or orchestra student in May.
    In late-May, a letter will be mailed to your home verifying your instrument selection, your Beginner Summer Class time, and teacher. This letter will also include carpooling information. If you have not received this mailing by June 12th, please contact Mr. Zac Coudret at zcoudret@phm.k12.in.us
  • Band and Orchestra Classes at Discovery, Grissom and Schmucker Middle Schools
    The P-H-M middle school music choices of Band, Orchestra, and Choir meet as curricular classes within the regular school day. More than two-thirds of all P-H-M middle school students participate in one of these three courses.

    • The band and orchestra schedules do not conflict with after school or before school activities.
    • Participation in instrumental music does not limit a student’s involvement in school sports, extra-curricular activities or academics.

PHMEF Grant for Elementary Fidget Tools Featured on Local TV

In 2024, Penn High School Robotics Coach Kyle Marsh and students came up with an idea on how to help students with ADHD, on the Autism Spectrum, or who just need help concentrating at school. Their idea was to use 3D printers to create and produce fidget tools for students. The key to making these tools more accessible and quickly available to the elementary students who needed them was to put a 3D printer at all 11 of P-H-M’s elementary schools.

close up of student playing with fidget toolsFortunately, P-H-M teachers and staff members can apply for classroom grants  through the P-H-M Education Foundation to pay for innovative ideas like this. Marsh was awarded a $5,000 grant to bring his idea to fruition. Penn High School students also benefit on this project because Marsh’s Robotics students not only install the 3D printers at the elementary schools, but they also help Marsh manage the project.

This inspiring story was recently featured on WSBT “Operation Education” highlighting the program in action at Elsie Rogers Elementary School where Marsh’s son Cooper attends third grade. New Board Member Jen Smoker Sworn In

P-H-M’s newest School Trustee Jen Smoker was sworn in Saturday, November 8, 2025 by Board Attorney Jon Rogers.

Prior family commitments on November 10th prevent Mrs. Smoker from being sworn in Monday night during the regularly scheduled Board of School Trustees meeting. Mrs. Smoker’s first Board meeting will be Monday, December 8th.

P-H-M Educational Services Center Renamed after Former Superintendent

The P-H-M Board of School Trustees approved a request from the P-H-M Education Foundation Naming Rights Campaign to rename the Educational Services Center the Dr. A. Dean Speicher Educational Services Center after the longtime superintendent who led P-H-M for 21 years, from 1971 to 1992.

The renaming of the ESC is sponsored by Dr. Jerry and Donna Thacker who donated $10,000 and will be in effect for 12 years. Dr. Thacker retired in July 2025 after 19 years leading P-H-M as superintendent. Dr. Speicher hired Dr. Thacker as 6th grade teacher at P-H-M’s Madison Elementary School. Dr. Speicher became Dr. Thacker’s mentor and friend.

A native of Middlebury, IN, Dr. Speicher graduated from Ball State University in 1959 with a degree in business education and administration and a minor in journalism. He began his career teaching journalism at Highland Senior High School in Northwest Indiana and went on to earn a master’s degree in public relations from Indiana University in 1965. By 1967, he had completed a doctorate in educational administration and supervision from Ball State. He returned to Highland as assistant superintendent before coming to Penn-Harris-Madison School Corporation in 1971 serving as superintendent for two decades.

Under his leadership, Dr. Speicher fostered a “culture of excellence” in P-H-M. He believed in setting the bar high for both academics and athletics.

In 1973, Speicher hired Chris Geesman as Penn High School football coach, a decision that transformed the school’s program. Under Geesman’s leadership, the Kingsmen went on to secure five state championships and establish itself as a powerhouse in Indiana football. In recognition of this impact, Speicher was inducted into the Indiana Football Hall of Fame in 2018.

Physically, Dr. Speicher transformed the P-H-M School Corporation from just over 3,000 students in 1971 to over 9,000 students in 1992. Facilities were built or remodeled to accommodate the growth during his years as superintendent:

  • Educational Services Center (ESC) –1974
  • Bittersweet Elementary School – 1980
  • Mary Frank Elementary School – 1982
  • Elsie Rogers Elementary School – 1982
  • Moran Elementary School – 1982
  • Madison Elementary School – 1986
  • Elm Road Elementary School – 1987
  • Prairie Vista Elementary School – 1989
  • Penn High School major renovations including the Center for Performing Arts, expanded gym and swimming pool – 1991

Dr. Speicher held a number of leadership roles at both the state and national levels:

  • Board Member of Ball State University (Muncie, IN), 1971 – 1975
  • President of Indiana Association of Public School Superintendents (IAPSS), 1978 – 1979
  • Chairperson of American Association of School Administrators (AASA) National Academy for School Executives,1981 – 1983
  • President of American Association of School Administrators (AASA), 1989 – 1990

The Thackers’ gift honors Dr. Speicher’s exemplary service, unwavering commitment to excellence, and visionary leadership that profoundly shaped P-H-M and the greater community. His legacy of innovation, integrity, and devotion to students, staff, and families is commemorated in the renaming of the ESC–past, present, and future.

  4. Yeoman Family Plaza, $10,000 donated in March 2024

  6. Dr. A. Dean Speicher Educational Services Center, $10,000 donated in October 2025

During his nearly 20 as superintendent of Penn-Harris-Madison School Corporation, Dr. and Mrs. Thacker supported the Education Foundation wholeheartedly. Since 2006 and with this latest gift, Dr. and Mrs. Thacker donated $242,500 to PHMEF, including this most recent donation. Most of this money has either been unrestricted donations or used as matching funds for fundraising initiatives.

The mission of the Education Foundation is to develop alternative sources of income to support education initiatives in the School Corporation by strengthening partnerships between the community and the District. PHMEF supports education through awarding innovative teaching grants, scholarships to students, staff development and other corporation-wide initiatives.

Per PHMEF’s naming rights fundraising initiative, 80 percent of the donation will go into the Foundation’s endowment, which will in turn provide alternative and additional funding for various co-curricular and extracurricular programs. The remaining 20 percent directly funds professional development initiatives for P-H-M teachers. Continuing education and training of teachers is a major priority for P-H-M School District.

Drug Awareness Parent Community Meeting

P-H-M hosted a districtwide drug awareness parent and community meeting on Tuesday October, 21, 2025 to help educate P-H-M families and the greater community about the current drug trends attracting teenagers. This valuable information is something all adults should be aware of, click the image above to watch the recorded video of the presentation. Tall Cop Says Stop™ was created by Officer Jermaine Galloway, an Idaho law enforcement officer since 1997. Galloway is regarded as one of America’s top experts in various drug and alcohol trends and specializes in underage drinking and drug enforcement. For more than 15 years, he has trained school administrators and safety personnel in spotting the dangers that threaten teens and the community. Melissa Moore, a 24-year public health experienced professional, who works to advance the mission of Tall Cop Says Stop™ in helping educate parents/guardians and students about the latest deadly effects of so-called recreational drug use.
