Facility Improvement & Capital Planning

We believe that high-quality facilities have a lasting impact on educational experiences, providing the flexibility, safety, and 21st-century resources necessary for our students to thrive and prepare for college and career readiness.
Our Strategic Approach: Data-Informed Decision-Making
To ensure transparency and fiscal responsibility, P-H-M utilizes a data-informed framework to prioritize projects. Our annual plans are guided by a wide range of analytical sources, including:
- Professional Assessments: Conditional Facility Assessments (2016 and 2023) and Gibson Insurance Risk Assessments.
- Safety & Compliance: OSHA reports, school incident/accident reports, and Workers’ Compensation data.
- Operational Input: Maintenance work orders and direct feedback from the P-H-M Operations Team, custodial staff, and school principals.
Our evaluations cover everything from structural integrity (roofs and foundations) and mechanical systems (HVAC and fire suppression) to CPTED (Crime Prevention through Environmental Design) for landscape and playground safety. Each project is categorized by location and type, with budgets adjusted annually to reflect current market conditions and competitive bidding.
Building on the successful implementation of the 2024 and 2025 Facility Improvement Plans, which established our foundation for safety and modern infrastructure, P-H-M continues to look forward. By leveraging the data-informed insights gained during previous cycles, we have identified the next phase of critical enhancements in our Master Facilities Plan to ensure our facilities remain at the forefront of 21st-century education.

Foundation & Progress (2024–2025)
The 2024 and 2025 plans initiated key structural, mechanical and functional upgrades across the district including the construction of the Dr. Jerry and Donna Thacker Fieldhouse following Board approval in late 2023. These projects have been completed.
