NEXT REGULAR BOARD MEETING: The next Regular Meeting of the Penn-Harris-Madison Board of School Trustees is scheduled for Monday, March 23, 2020 at the Educational Services Center, 55900 Bittersweet Road, Mishawaka, Indiana. The meeting begins at 7:00 p.m.


P-H-M Capital Improvement Projects for 2020


At the October 14, 2019 Regular Board Meeting, Mr. Aaron Leniski, Chief Operating Officer, made a presentation on behalf of the administration requesting consideration of $15,500,000 worth of Capital Improvements for the P-H-M School District for 2020.


Mr. Leniski explained during his presentation that improvements were being recommended at all P-H-M facilities and that the improvements had been created around the framework from the 2015 Schmidt Study, a five-year plan that included an estimated $32 million dollars of improvement.


A team of administrators utilized information from the Schmidt Study, principal meetings, and teacher feedback, to create this scope of work. This scope of work was reviewed and prioritized based upon safety and security, learning environment needs, replacement cycles, and the goal of improving the overall appearance of each facility. These improvements are to be financed through lease financing.


The administration anticipates that projects would begin in April/May of 2020. The proposed 2020 Capital Improvements have been categorized in two different ways - Level I, which looks at District Initiative, Facilities/Maintenance, Principal Discretionary, Professional Fees, Safety & Security, and the Schmidt Study) and Level II, which looks at Aesthetic, Air Quality, Annual, Safety, and Service.

At the November 11, 2019 Regular Meeting, the administration will be requesting authorization to enter into a lease and issue bonds in the amount of $15.5 million for the district's 2020 Capital Improvements.


Pursuant to IC § 6-1.1-20, before a school corporation enters into a lease and/or issues bonds for the construction or renovation of a school building resulting in total costs in excess of certain thresholds, it must hold two public hearings on its preliminary determination to do so.  This first Preliminary Determination Hearing, scheduled for the Monday, November 11, 2019 meeting, is open to the public for comment.


The Board will hold a Project Hearing and the Second Preliminary Determination Hearing at the Monday, November 25, 2019 meeting at 7:00 p.m. at Grissom Middle School, as well as adopt the necessary legal resolutions at that time.
